well i use avon cellu sculpt it reduces cellulite and shrinks your thighs by inches give it a try and its cheap.
At work (on the delivery suite) they were saying how bio oil is gr8. Apparently it does have to be used regularly. Its supposed to prevent new ones and reduce old ones. It is available at Boots and most other chemists I would think
